When APFS was a ‘new thing’ I’ve installed on a couple of systems the APFS Retrofit Kit for macOS by Paragon Software. It permitted me to use a system with macOS from 10.10 to 10.12 and read an APFS-formatted HDD, SSD or flash drive.

No guarantees it will work. However, you might find also that using the startup manager on an APFS system will allow you to load that as a separate partition. The Option key loads the startup manager at startup. Granted, you will want Mac OS 10.13 or later on an external hard drive if your existing APFS system not booting.
